A permit is required prior to making any modifications to an existing entranceway or construction of a new entranceway within the Durham Region's road allowance, as per Bylaw 2024-028.
This permit allows you to:
- Construct a new entranceway,
- Modify an existing entranceway (e.g., relocate, widen, or upgrade), or
- Change the use of an existing entranceway (e.g., using a field entranceway for a fill operation, or temporary use of an existing access for construction purposes)
Note: If your property borders both a Durham Regional road and a road under the jurisdiction of your local municipality (City, Town, Township, or Municipality), the Region will require that your entranceway connect to the local municipal road if possible.
The information below will assist you in preparing and submitting your application.
- First, determine whether your application is for a temporary or permanent permit, as you must apply separately for each.
- Next, confirm whether your permit request is for a location on a Regional Road or a local municipal road.
The map at the end of this page identifies roads under the jurisdiction of the Region of Durham to which this application applies. The Region does not issue permits for work within local municipal road allowances. Requests for entranceway permits on local municipal roads must be directed to the applicable municipality. Contact information is provided at the end of this page.
Please note, once a temporary or permanent Entranceway Permit is issued, any works within any part of the Regional Road right-of-way will require a separate Road Occupancy Permit (ROP) that can be applied for at durham.ca/RoadPermits. A Road Occupancy Permit is required to allow a contractor to work within the Regional road right-of-way and enables the Region to coordinate works.
Please review the following information carefully to help with completing your application.
